On the afternoon of February 12, the Taizhou Hailing (Beijing) Offshore Innovation Center was inaugurated in Haidian District, Beijing. Hailing District Party Secretary Sun Qun and Municipal Science and Technology Bureau Director Bao Ya jointly unveiled the center, demonstrating the "Four Dares" spirit through concrete actions to create a new highland for technological innovation and entrepreneurship.

Prior to the inauguration ceremony, a symposium was held. Director Bao Ya emphasized that offshore innovation centers serve as critical platforms for aggregating innovation resources in a targeted manner and provide technological support for driving high-quality development in Taizhou. Bao Ya outlined the following priorities:

Adhere to market-oriented principles to establish a scientific and operational management model. As the 13th offshore innovation center established by the city, the Taizhou Hailing (Beijing) Offshore Innovation Center must consistently follow the development direction of "government guidance, market operation, professional management, and diversified services." It should actively engage universities, research institutions, and social capital in its construction, encourage professional organizations to operate and manage it through market-based mechanisms, and strive to build a high-standard, high-quality offshore innovation and incubation base.

Strengthen synergy among platforms to create efficient internal and external connectivity mechanisms. Hailing District’s efforts to build a sci-tech innovation city should fully integrate innovation resources from provincial and municipal industrial research institutes, the Taizhou Center of the Chinese Academy of Sciences, and other platforms. Enhancing regional collaborative innovation, the district will construct an "offshore-onshore-inland" project incubation system and develop a complete innovation chain encompassing "R&D-incubation-industrialization."

Boost resource element supply to support the healthy development of the offshore innovation center. By implementing Taizhou’s corporate sci-tech innovation points policy, the city will improve a comprehensive, end-to-end support system for sci-tech projects, from "attraction-landing-cultivation-growth." Through policy incentives, it aims to attract and aggregate talent and innovation resources. Initiatives such as the "Innovation Points Loan" and angel investment funds will serve projects at the offshore innovation center, providing financial support to R&D-based and sci-tech enterprises, and facilitating the industrialization of incubated projects in Taizhou.

Secretary Sun Qun introduced Hailing’s socio-economic development progress and outlined requirements for the offshore innovation center:

Refine functional positioning to form a collaborative innovation system where "R&D is in Haidian, production in Hailing; talent recruitment in Haidian, talent utilization in Hailing; incubation in Haidian, acceleration in Hailing."

Innovate collaboration models by actively exploring joint park development, talent sharing, co-investment in projects, and policy reciprocity to achieve mutual and multi-party wins.

Enhance project services by strengthening fund guidance, regularly conducting "Three Big Services and One Gift" enterprise support activities, providing tailored services for graduated projects, and boosting corporate confidence and development momentum.
